why can't i capture 1080p hdr clips? :(

If you use an external drive as the capture location, you can record footage at 1080p that's way longer than 1 minute, but it has 2 important limitations.

1. You have to start and stop the recording manually. You can't use the "record that" feature to capture longer clips of something that just happened; that would still be limited to 1 minute at 1080p.

2. Clips captured on external storage cannot be shared over Xbox Live.

I think it's a good solution if you're recording footage to transfer over to a PC, edit, then upload to YouTube, but it's no good if you want to capture longer clips to share with friends over Xbox Live.

I wonder why they reduced the recording times though. I'm sure when I got my Xbox Series X, there was a 2 minute option for 1080p, but now, as you said, it's only 1 minute.

thanks I saw that QUEENMISFITS. however that's the post i used to get to where I am now. it did not solve the issue for me that I am facing and in that article it states

"On the Broadcast & capture screen, select "Game clip resolution" then select 4K SDR, or 4K HDR. 4K SDR will record videos in a standard colorspace, while 4K HDR will record them in High Dynamic Range,
making them viewable in full detail only by those with HDR-compatible TVs."

So it explains a little about the difference between 4K SHD and UHD color space but not why the saved file is coming out as 1080p when my settings are clearly set to 4k.

Just wanted to weigh in here that I'm seeing the exact same problem as of May 5th 2020. Trying to record 4k DVR clips has been resulting in either "Preparing your clip" and the clip not showing up anywhere, or clips showing as 22 seconds long, but effectively
a single second of a clip. I can also confirm that changing the capture to 1080p does seem to fix the issue, but ideally I could continue capturing at 4k60fps. I've tried a hard reset, full power cycle unplugging the xbox, just about everything I can think
about within the capture settings. Nothing seems to be resolving the issue so I'm stuck at 1080p capturing for the time being.

Seems weird that it can't as the Xbox One S does 1080p HDR, can't you just change the resolution to 1080p in the settings and have HDR enabled in the advanced video settings
