Why can't I buy this?

I am trying to buy max payne 3, which costs $19.99, I have an account balance of $20.09, but when I try to use the gift card, it says "not available for this purchase", even though I have enough for the game. Is it because of sales tax? if it is, it doesn't tell me how much, or give me the option "how would you like to pay the rest", and it doesn't say anything under sales tax.

Are you trying to purchase a 360 game on a One? If so, you would need to make the purchase from a 360 console if you're on a child account. Otherwise, make sure you have either a credit card or Paypal on file in order to make the purchase.

I was going to say maybe sales tax. I am curious to see if you got this resolved and how where I will know if sales tax would affect a purchase like this in the future. I have seen it both ways where it will use the remainder of the card and let you pay the balance of the purchase and I have seen it decline if the card won’t cover the full amount. I am unsure how the MS ecosystem handles this.
