Why can i not reach assistance?

I have been trying for days to get my xbox 1x live account reinstated. I filled out form last week and know reply. I open up new account and it did the same thing after one day. I just bought this xbox1 x to play with my son due to Corona. This is terrible
disappointing and has wasted many hours of time. All I wanted to do was keep my son occupied as he lives 5 hours away and I can see him yet.

Complain? I thought this was a place to ask legit questions. If there were someone responding to calls or chats, or given call backs, there would be no reason to.

Due to the COVID-19 outbreak, you will find that many companies are having issues with:

1. the influx of people contacting them; and

2. The fact that if any call center is located in a country in mandatory lock down that call center or contact center is most likely to be closed, reducing their workforce.

Many companies are completely uncontactable at this time, fortunately microsoft is still contactable however there is most likely to be resulting delays, due to the increase of users being off work and self-isolating using their consoles etc.

Xbox support articles may be able to help, or else posting about your issue on the forums may get some ideas from the braintrust here.
