I have noticed that sometimes it will show the full amount when the purchase is made, but the actual remaining amount was actually charged.
Not sure if that is also the case for you, but just to be sure you may want to double check the transaction for the charge via the bank (app) or credit card (app).
If indeed the full amount was charged, then it may be best to contact Xbox Support to see what options are available to try and get this resolved. Xbox Support can be contacted here:

Are you able to see two transactions for MWII or only one?
If it’s only one, please tell me. Did you get charged the same price at the same time? Or one day a charge and the next day the other ?

The enforcement team are the only ones who handle bans and submitting an appeal is the only way to contact them. If they denied the appeal, there is nothing else that can be done.
