Why can I not download mw2 on my Xbox one I have enough space for it

What exactly is your Xbox console model? Did you acquire the game digitally or through disc?

Make sure that you owned the game under your account by checking your order history https://account.microsoft.com/billing/orders to verify your ownership.

To further isolate the issue, try to download a different game from the store if it lets you download or not.

Let's try the steps below:

Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Storage devices.
Select Clear local saved games.
Note: Selecting this option will not delete any games or progress you have saved in the Xbox cloud. It will only clear data you have saved locally.
Select Yes to confirm.
Once your console restarts, try installing the game again.

I'm downloading it to my external hard drive in can download all the other episode expect the first one and yes I have enough space

To fix this kindly perform a reset on your console keeping your games and apps by don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Reset and keep my games & apps.

Yes I could download it on my (c drive but there is not enough space on my computer (the (c drive) to download the game that is why I was trying to download it on a (d drive.
