Why are there so many problems with MS Rewards play with friends not unlocking?

Besides posting in the Epic forums, you can also call MS Support as they check your Gears unlock status and can issue you with Tokens if they did not unlock.

My brother got his unlocks through MS Phone support and so did many of our friends who had problems with the save. I hate to say this but Epic is no help at all when it comes to unlock problems and rank resets caused by save corruption.

this is a known and widespread issue that is affecting many people.

I've had several quests that didn't unlock when they should have but fortunately they all seem to have registered eventually for me.

There are just too many flaws with that idea OP.

So, MS points for Gamerscore earned then is it? Grinding, boosting and profile modding immediately come to mind here.

Plus, the net-gain of MS from the last year (or whenever it is, you didn't state anything) will probably be invested in other things besides the Xbox, so MS will want to keep things as they currently are.

As far as rewarding gamers with MS points for GS goes, that's a pretty poor way in many respects to 'thank' the average gamer, which is why things like 'Xbox Rewards' are already in place.
