Why are my games looking so bad even though I have 4K settings enabled?

Is the problem my TV? My console? The HDMI cable?
The console I have is the Xbox one S model 1681, my TV is a Insignia Fire TV 50 inches 4K UHD (at least it claims to be, because the resolution I'm getting on games is not even close to it), my HDMI is not the original that came with the Xbox, but it's HDMI 2.0. My Xbox resolutions are the following: 4K UHD, Color depth 36 bits per pixel (12-bit), standard color space, auto-detect Overrides, allow HDR10, low-latency mode, 24Hz and YCC 4:2:2 checked. It's not normal for my games look like this, it looks like I'm playing on a Intel Pentium with integrated gpu, graphics on low and anti-aliasing in "no, thank you".
Should I change the settings? To be honest, it looks better when I put it on 1080p than in 4k UHD.

The console also seems to suffer from bipolar disorder: If I change the Override from "auto-detect" to "HDMI", it will say that my TV supports 4K, but not at 60Hz, but at "auto-detect" it says that my TV supports 4K at 60Hz.

I put two photos of the games "Weird West" and "Watch Dogs 2". Weird West in special is having some problems that the areas around the characters and grass flickers and looks grainy. Xbox One S only supports 4K for video streaming / play movies. The console doesn't support 4K on games. When you set 4K the console scales the resolution. This causes this bad image . Also, depending on the game that you play, the resolution can be set at 900p, 1080p, 720p (This really depends on the game performance / developers decision)

Because the games are 1080p or under upscaled to 4k. The one s is not capable of 4k gaming, it barely gets 1080

Also there is no possible way your TV supports 12-bit color. Tone mapping can produce artifacts. Back it down to 8, or ten

that may be due to them playing on a one x or series console or even on pc, all of which are much more powerful than the one s and can mostly do 4k or even higher.
