Why are games on my hdd stuttering constantly?

I understand this isn't necessarily microsofts products but I thought this would be a good place to go.

Games on my Hdd are extremely slow and keep stuttering. It's a brand new hdd.

I tmay not be an issue with the storage unit, but with the system files.

Please, run a system scan:

Open the Terminal window by pressing the Windows Key + X and Select "Terminal (Administrator)".

Type this command: sfc /scannow

Press Enter.

If any error is found, they will be patched.

Then use the DISM command.

On the same Terminal window, type these commands:

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Restart your PC.

Since this latest patch the game does nothing but constantly stutters.

The disc should spin up for an initial read. The latest update to the copy protection system also allows the game to perform disc checks while the game is running, however the game disc should not be spinning at 12x constantly.

Compare the sound of the drive spinning when the game is installed to the HDD to the sound of the drive when the game is not installed to the HDD. There should be a difference.

if i remove the HDD it doesnt stutter, its redownloading the storage portion of the update to the internal memory now. May be my profile?, maybe i should delete and recover it. Games play fine regardless so i donno.
