Why am I part of an xbox family even though I never had it set up that way or own an xbox

No issue! I game share with my brothers, and when I am on my own Xbox, I can play the same game that they're playing, even without having two copies. Part of why my family's Xbox is set as my home console is so we can do that.

I even had one of the support people tell me that the support person that told me in july that she could not get the xbox unlocked just didn't want to do her job and also the email was set up wrong on their part so that is why I never received any notification
but they never called or anything either.

Try creating a new account and add the old account to a family as in the link, then remove the account from the family
