Why am I not able to access the DLC for Halo Wars 2 via my gamepass subscription?

very confusing on face value but I now see it says 47.99+gamepass

The complete edition is not available via Game Pass, it means that it is only $47.99 with Game Pass. If you didn't have Game Pass, then you would be charged the full price.

I picked up Xbox One X in Sep'18 and I am enjoying Halo MCC with Gamepass. I had played Halo 1 and Halo 2 way back on my PC. Other is Gear of War Series, I completed Gears of War 4 on PC and now I was able to complete the series via Gamepass.
