Who do I speak to about getting an Achievement force-unlocked?

I have every bit of evidence and proof needed to show that it is bugged and has not unlocked. I know Microsoft has the power to manually award an achievement if the achievement should have unlocked and there is enough evidence to verify that everything is complete in terms of requirements. The achievement that is bugged is Personal Decorator on Call of Duty Black Ops 3. I’ve been told only the game developer can do this… but Activision Support says they don’t have the ability.

Here is all my evidence:

As you can see… I have every single thing in the campaign 100%.

✅176/176 Accolades.

✅Campaign completed on Realistic Difficulty.

✅Combat Immersion completed on Realistic Difficulty.

✅35,575/2,000 Hostiles killed in Campaign.

✅47,000/35,000 score in Combat Immersion

✅Gold Medal in Combat Immersion

✅Unlock all Cybercores

✅Unlock all Weapons, Camos, Attachments, Lethals, Tacticals, Equipment etc.

✅Find all Collectibles (56/56)

✅Campaign completed on Veteran without resetting to a Checkpoint

✅Complete all Campaign Challenges

This is 11/12 Decorations, with the last Decoration being:

✅Complete all Campaign Decorations.

If all these are done… and I literally have 100% of everything… then how is this achievement still not unlocking? I’ve ran through Support cases with Activision 11x now, Microsoft 5x. Each time I get the same troubleshooting lists from both and each time I perform every step of those lists in their entirety and have no luck getting this to unlock. So my only avenue seems to be a force-unlock OR a reset to 0% and throw away 100hrs of hard work and HOPE it doesn’t bug a second time. I’m not too keen on another wasted ~100hrs as a possibility.
