Who do I report this to?

I was playing COD MW when an opponent started sending me repetitive invites to the Party Chat through Xbox. After the 19th invite I accepted solely to encourage them to stop. After getting in to the chat they said they were going to shut down my game
and I had no idea what they were talking about. Seconds later I lost all connectivity to Xbox Live and my internet from my home router entirely. I called an IT friend of mine and they told me to reboot my router. This fixed my internet issue. I was also
able to sign back on to Xbox Live. My friend said that once I accepted the invite that the other gamer was able to get my IP and use that to disable it or what he called "Spiking". Is there anyway of reporting this Xbox user and getting all needed details
to the appropriate people to make sure they are not able to do this to other gamers?

You can report them through their profile, however, since those types of attacks are done through your internet and not Live, the enforcement team may not be able to do anything. They can only issue enforcement actions for anything done on Live itself.
You may want to contact your ISP to alert them of the issue.

If they have a gamertag report them on your console,if they don`t microsoft are not interested in your reports.

Thanks for your response. That is the action I took and hopefully it gets to the right personnel.

Thank you. I did that but in the report criteria I didn't see an option relating particularly to my issue. Hopefully this person will somehow get caught and handled properly. I can deal with the nonsense that comes out of the gaming community but this
was over the line in my opinion.

You want to report the player and block them, the Xbox Enforcement team will take care of the rest when it comes to using Xbox and Xbox Live services.
