    Well I'm currently in North America and as far as I know that's where my account is set to as well. It's certainly the only place I've used it.

    The DLC is not yet available in all gaming regions. I believe it is (sadly) currently only available in the Americas.

    I know xCloud is available anywhere Xbox Live is currently available. Game Streaming from your own console is not supported in many areas yet though.
