    why cant you actually get in contact with enforcement

    DDOS cannot be seen or proven by Microsoft as this happens outside of their network, this type of thing needs reporting to your ISP, now if they message threatening DDOS then simply report that message and block them.

    The best thing you can do is report the person on the console. Also, don't be too worried as many people have threatened to DDoS and to Hack me, yet nothing has ever happened.
