I don't even have Intel turbo boost as an application or as a setting in my bios.

Is there something else it could be.

1. Use the Hardware & Devices Troubleshooter

Type Troubleshoot in Windows Start Search box > Click Troubleshoot > Scroll down & Click Hardware & Devices > Click Run the Troubleshooter & follow on-screen directions > Restart the computer after troubleshooting is completed

2. Take actions related to Controller

Windows Key+X > Click Device Manager > Locate Xbox controller (should be under Sound, Video and game controllers ) > Right click

A. Rollback the Driver

Click Properties > Go to Driver tab > If there is rollback option, click it

B. Uninstall - Uninstall > Reboot and the driver will be automatically installed

C. Update - Update Driver > Click Update Driver Software > Click Browse my computer for driver software > Click Let my pick from a list of device drivers on my computer > Choose the driver > Click Next to update > Reboot

If this does not work, select Search automatically for the updated driver in place of Browse my computer for driver software > Reboot.

Can you make sure the controller is plugged in and detected by your computer, then restart it for me? Then try re-launching the game for me.

Whenever my controller has trouble connecting to an xbox, I use the plug and play cable. It will automatically sync your controller because it is plugged into your xbox and once that is done, unplugging it should leave it synced
