When you set you Xbox one as offline, does it use internet at all?

if the console is set to offline mode, it doesn't use the Internet connection to play online. During this time, you can only play games that have single-player modes which can be played offline only.

Do you set your console in offline mode, or is it just not disconnected to internet (by unplugging cable or not connecting to Wi-Fi)?

This could be why you are getting the error. Have you just lost internet or disconnected the internet to the console recently? In most cases the console needs to be set offline before disconnecting internet. Make sure also the Home console is set on the
console you are using offline.

In order to play offline with the Xbox one you must follow a few steps

Scroll left on the Home screen to open the guide.

Select Settings.

Select All Settings.

Select Network.

Select Network settings, and then select Go offline.

That should work for you if it does not please refer to
support.xbox.com/.../using-xbox-one-offline for further troubleshooting steps

If you are using a wired connection to the internet, you could disconnect the internet cable and then sign-in to your profile. From there you can select your profile and set the setting to appear offline. After that you can plug the cable back in and sign-in
to your profile and you should appear offline.

If you are using wireless, turn on your xbox one, but cover the kinect or move out of view of the kinect so you will not be signed in. Go to the settings of the xbox one and attempt to turn off the wireless connection. Then sign-in to your profile and
then set your profile to appear offline. Next go back into settings and re-activate all the wireless settings.
