When will hardcore mode return back to call of duty: Black ops 4 blackout?

But my fella, you want a hardcore mode? Use just one hand to play it. That´s really a hardcore mode.

It is down to the game developers to add it back, it was a limited time game mode.

Treyarchs Twitter tweet out on whats in there Weekly updates & Gamemode rotations.

As mentioned you would have to talk to Activision and Treyarch about this.

If you purchased it digitally then you dont get a beta code as you dont need one. You are automatically added to the beta when purchasing it digitally through Xbox Live or PSN.
