It's only a xbox.for pc.region

No as your Estonia isn't a xbox live region

Changing region DOES not change your physical location which is what the AZURE servers are looking at

However, since you are located in Estonia, I'm not quite sure what region your account is registered under. Estonia is not an officially supported LIVE region so if something isn't coming up for you, then there's no way to bring it up. Some offers available
on Xbox LIVE are regionally restricted.
