Yes, regardless of which power mode you're using, downloads should continue when you turn the console off. Originally, you had to use "instant on" mode for that to work, but MS changed the way it works a few months ago, so now it will work with either mode.

Remote downloading, where you can trigger a download remotely via the Xbox app or Xbox website and have it start to download on your console, only works with sleep mode, so if that's what you're trying to do, if you're not using sleep mode then that's why it's not working.

However, if you are triggering the download on your console then when you turn the console off the download stops, it's likely to be some kind of networking/router issue, with the console losing connection to the Xbox Network.

I want to download the efootball 2024 game. I connected both wirelessly and wirelessly, but it didn't work. I use the standby mode. I have 100 gigs of free space.

Which type of Xbox do you own?

If it's a Series X or S, you no longer have to put it into "instant on" (now called "sleep") mode for downloads to continue once the console is turned off. They will continue in "shut down" (previously called "energy saving") mode too.

In that instance, it's more likely to be some kind of router/networking issue.
