sorry to hear. Here are some tips that might solve your Problem (and please test to install after every step):

• Check first if there are issues in your Region with the Live Service
• Check also if there are Updates pending in the Store APP: Select the Start
  button, and then from the apps list, select Microsoft Store. In Microsoft Store, select See more/Downloads and updates/Get updates.
  If an update for Microsoft Store is available, it will start installing automatically.
• Check if all 4 XBOX Services and the 2 gaming service are running (via taskmanager).
  
• Download and Try "AppsServicesTroubleshooter" to
  repair with the Store related services
• Some games need to be installed at C: and your account need Administrator Right (make your user an administrator at least as long as the game is installed)

• Try to use another DNS (for example goggle/opendns)
• Reset your Modem & Router by switching OFF and ON
• If this all fails "Try it with a clean boot"
• Please try to install this games via the store. If this does not work try it via the xbox webside.

Just wanted to say that I am having the exact same issue. Also with Outer Worlds. I have not found a solution yet. My experience was the following.

I had been playing Outer worlds for a few weeks without issue. About a week ago it suddenly refused to open. The other game I had installed, Age of Empires II, also would not open (previously it did open). I then uninstalled both games.

When trying to reinstall Outer Worlds the download refused to work. It simply does not start the download. No error message is displayed. The UI changes to the progress bar but then back to the install button immediately.

I then reinstalled the xbox game pass application. The Outer Worlds download still did not work.

I then tried to download Subnautica. This worked and is playable.

But I downloaded the gamepass for Outer Worlds so...

I managed to start downloading the pre-installation of Outer Worlds finally after having this issue! In setting set the only the drive selection to your desired drive "only" rather than being asked for drive before installations! Worked for me.

I'm having this issue as well, hopefully it gets patched soon. In any case this workaround let me download The Outer Worlds, however while it is downloading I am not able to download other games, if I click them I get the same window where I need to choose
a drive, even with the ''Ask me for drive selection'' box unchecked. I'll try to download another game again once Outer Worlds has installed.

This worked on two of my worlds but not on my main world. When i click A, and try and sync it there is now 'syncing' bar or loading screen, it takes me instantly back to the play game screen. The other two worlds are now working though.
