It looks like many people have had the same issue for some time on NFS Payback. As WPAK said I think its best to try contact EA instead as it may be an issue specific to the game and not Xbox.

need for speed payback is an Xbox one title so it will not be able to be played on an Xbox 360.

I don't believe NFS Payback has steering wheel or pedal support for all brands unfortunately. I did find an article where EA updated the game to support 2 steering wheels made by Logitech:

They don't support Thrustmaster though unfortunately.
