If you are playing or using any apps during a download the xbox will prioritize the app or game and will severely cap your download. I have 300mbps download speeds and if I run a game my download speeds on downloading something drop to under 20mbps. Turn
off the game and wait for a bit it will jump up to around 180mbps. That's why I tend to download offline or download and not having anything else running.

First, please, try to sign out of your account on the app, restar the PC and sign back in and teste it, if it doesn't work, try to reinstall the app and also restart your router.

So, let's try this, first, make sure your windows and all its services are up to date:

Open Settings, click Update and Security and then Windows Update;

Click Check for Updates;

Click the Download and Install Now option, if available;

Also, check the Microsoft Store for any updates on the Xbox apps and its services.

Go to windows settings > apps > search for gaming services app > click on it and select advanced options.

After that, click repair and then restore, open the app and try again.

Then do the same for the Xbox app:

If it still doesn't work you're going to uninstall the games services using a powershell command, then you're going to open the gamepass app, it will ask you to download and install the game services again :

In the windows search bar type Powershell > Right click and select open as administrator > Type the command: "get-appxpackage Microsoft.GamingServices | remove-Appxpackage –allusers" > Wait for the process to finish and then restart the PC, then open your Xbox gamepass app, it will ask you to install the gaming services again, install it and try again.

Have you tried updating your graphics drivers?

Did the issue start after an update?

My Windows 10 device is on the creator's update, drivers are upto date, I spent 6 hours yesterday with an Xbox support rep looking at this and discovered the following issue

IF I run the network detailed stats on the xbox I get 160ms ping (UK->US) but the correct download 300mbps and upload 20mbps speeds

BUT

If I run the same test through the Xbox app whilst streaming my console the download speed drops to 1mbps but the upload remains the same

Naturally the Xbox support blamed my home network and disconnected but I have now had a friend of mine do the EXACT same test on his xbox and PC, he gets the same problem a drop of his download speed when streaming to his PC.

Just discovered that streaming also reduces my download speed of game patches, turn off the stream and the console then increases to 200mbps, I have photos and screenshots but cannot uploading to the forum for some reason

Are you having downloading issues though? What I mean is, are your downloads taking longer than expected?

When you download Xbox games via the Xbox Store, they often come down compressed in some manner, this is to cut down on the download time and bandwidth used. These downloaded compressed files need to be un-compressed or 'unpacked'. When this happens, the
download will drop and may even show a resumption at a faster download speed than you actually have, probably because the data is being cached. What I'm saying is, your games don't just to be downloaded, they are also need to be unpacked and installed.

This is especially common on the PC game store on Windows 10. I've seen some of my Xbox Windows 10 games go from 80% (with no downloading occurring) to 90% after a few minutes. This was because the system had actually completed the download and was unpacking
the downloaded files.

Are you unable to download game specific software and is this off of the Microsoft Store app? Or by chance, are you attempting to download content off of the Xbox app? When the client fails to download, are you receiving an error code?
