What would cause flickering animation on my Assassin Creed Valhalla character while playing...

I decided to give the AC Valhalla a try in the cloud before downloading the game. Got interested so I installed the game and began playing. Unfortunately the character has this flickering animation active around it during play to the point the game is not playable. This did not happen in the cloud version I played prior to the download. I have tried all the video resets and configurations listed in other troubleshooting threads but no resolution. I have included a screenshot of the intro prior to a game load (when the character is isolated before game play starts). You can see the "flicker" on the character's arm. This moves consistently around the character during the game play. I have also have a video showing the "flickering". In the back of my mind, I am thinking this the beginning of a GPU issue but would like some feedback first before a make a decision in moving forward.
