What to when apps and games don’t load?

It started out as slow multiplayer, then it became my Xbox 1 crashing at nearly every game, but now nothing loads. It takes well over 10 minutes for the console to boot up, minutes for it to sign me in, and once I’m in it hardly functions. It doesn’t respond to most inputs from my controller (through Bluetooth). It only occasionally lets me scroll/navigate through the home screen and when I press the xbox button my screen goes darker as normal but the menu doesn’t pop up. It’s been days like this. Sometimes the menu for shutting off or restarting will show up with regular timing. But the only option that works in that menu is to shut off (restart option does nothing). When I press shut off my screen goes dark and takes a while to turn off but the light continues to blink. I’ve tried unplugging, I’ve tried turning off the power strip, and I’ve tried restarting the router. After 26ish minutes now it’s only shown a black screen and it won’t turn off when I press the console. I hadn’t moved or unplugged the console until just now so I don’t think it’s anything physical, any ideas?

If there is an external hard drive connected to your console now, please turn off your console then disconnect the external hard drive, turn on the console without it, and see if it works fine.

If that step doesn't sort it out, please do the steps below in sequence to do a factory reset and let me know if it works.

- Unplug the network cable if you're using a wired network connection.

- Power off your console, and then unplug the power cord to ensure that the console is completely powered off.

- Wait 30 seconds.

- Plug the power cord back in.

- Press and hold the BIND button (the one you use to sync controllers) and the EJECT button, and then press the Xbox button on the console.

- Continue holding the BIND and EJECT buttons for 10-15 seconds.

- Listen for two “power-up” tones a couple of seconds apart.

Note: If you don't hear two power-up tones after 15 seconds, it means this failed. Likewise, if you hear any “power-down” chirps, that also means this failed.

- You can release the BIND and EJECT buttons after the second power-up tone.

- The console should start and show the Troubleshooting screen

- Choose "reset this Xbox" and there you have an option to Keep Games and Apps (already downloaded) or to Remove Everything

what does a control panel do? i don’t recall opening such app so i don’t know why it would be open when i started the screen recording

I own a KS8500. When the App, or Game is loaded, I turn the HDMI UHD Color Off (by going into Settings>Picture>Expert Settings) until the Signal returns, then switch it back On for the HDMI Input I’m using. I don’t know if this is a true fix, but you would
have to do this every time you load HDR content. I’m hoping this helps.

Mine is also loud but when it loads norm stops when playing games or loading up an app but once the app it loaded it starts again.
