What to do about this error message on xbox one?

Sorry to hear about any frustration this may have caused. Would you mind being more specific with what's happening? When you're switching to your Xbox One, is the error message profile related? What are the steps you're doing that enable the error messages?

to report the user on Xbox that is the best way to let the Enforcement Team know about them.

If you haven't done so already, you would need to file a complaint on them via the console in order for the enforcement team to investigate them. You'll also want to block communications with them.
