What time does security info update?

Unfortunately no one would be able to let you know the time specifically of the change. However, usually things like this or a suspension (not saying you have one just as an example) end or change at the same time they were started.

For example, if you changed the information at 3 pm one month ago then that's when it should free up for you

Yep. Contacted support again and they said they would get back to me. Been a while now though. Also still waiting for a response as to why I am unable to spend my currency on game add-ons as well

Have you tried contacting support again? This is likely your only option unless this limit is a temporary one. At which point you could try again. Unfortunately i'm not sure if this is a temporary restriction and if not, how long it might be. In any
case, support will be able to tell you. Good luck.
