you should always update account phone numbers as soon as you know they are to be changed, also setup alternative recovery email addresses and make a note of the account recovery code. support are not able to assist due to 2fa as they cannot access that.

When you got the e-mail from filling out the account recovery form there should be a service request or ticket number on there that you can use to
contact Xbox Support they might be able to assist you further over the phone if you're not able to provide enough information.
