What is wrong with my Microsoft account I really need to play multiplayer

Not tied to family, and yes, it's an adult account. My privacy settings are adjusted to be able to play multiplayer, so I don't know what could possibly be wrong

I am trying to play multiplayer on the Xbox S, more specifically cross-platform play. I do not have Xbox live, but I don't need it to play. When I try to join it says that "You cannot play online multiplayer because of how your Microsoft Account is set up"
but all of my privacy settings allow online gaming and multiplayer gaming. My account is also an adult account so it's not like I need permission. I tried everything, restarting my console and router as well as talking to the virtual agent. All of my settings
give permission and I just don't know what the problem is.
