What is this New February News update?

I tried the website link and the only thing I get here is the name of the "smoking tire update". What is this, is there any news of new track or car updates coming soon? Thanks!

That's the general consensus from what I've been reading over the past few months. I remember saying that it won't be as good as we hope prior to release.
