What is the reason why I can't sign in my Xbox

Is there a reason why I can't sign in to my account and Connect t Connect to Xbox live on Xbox 360?

There is a problem with Xbox Live Core Services and Purchase and Content Usage. Occurred at 5.43pm and engineers are trying to fix the problem.

I want to recover my account that is mine and it's suspended for no reason and I can't sign in a view the reason why it's suspended or temporary suspended please HELP ME.
