What is going on with framerate in several Windows Applications?

I have had this minor issue for a while on windows and it's driving me mad.

I'll preface with my system specs since I have no stuttering or issues in ANY OTHER applications:
Intel i9 9900K
64GB DDR4-3200
RTX 3090 24GB
Windows 10 Pro 64-bit

It does not matter what I do, or what I have tried fresh installs, closing all background applications, anytime I open the Xbox App or Microsoft Store applications, everything stutters. The moment the application is minimized, my monitor is back to its 144hz refresh rate, but once the application it present on the desktop, it stutters down to maybe about 20fps.

All other applications are totally fine, are those limited to a specific framerate or something, it is a small nitpick, but interacting with those apps is genuinely frustrating.

the xbox app does not run the cleanest, i had this issue too when i was using windows 10 and enabling vrr in graghics settings and also selecting fullscreen and windowed under nvidia gsync settings seemed to fix it, not sure if it will for yours.

i also had a similar issue when i was running edge or had edge open when using the xbox app.

How odd. Try to restore your OS:

Step 1: Click Update & security on the Settings page to continue.

Step 2: Click Recovery and click Get Started on the right to continue.

Step 3: Choose Keep my files to reset your PC.

Step 4: Read the subsequent messages and click Reset.

After the computer has restarted successfully, you have refreshed Windows 10.

Apparently you have already tried several things but I recommend you try to clear the Minecraft cache. To do this, open the Windows Settings application and go to "Applications > Minecraft". In the "Storage" tab, click "Delete" and then "Delete data".

If this does not work, you can try reinstalling Minecraft. To do this, open the Windows Settings application and go to "Applications > Minecraft". In the "Uninstall" tab, click "Uninstall". Once uninstalled, reinstall Minecraft from the Microsoft Store.
