    There was some problems with XBL services earlier...maybe it's related to that.

    This same thing happened to me. Around a month ago, I was communications banned for no reason. I had done nothing wrong, yet I had to wait the full two weeks until Microsoft admitted their mistakes. I just now received the same message you got, yet it doesn't
    let me take the survey.

    This is Microsoft's way of saying "Hey, we screwed up. Take this useless 7 day trial as an apology."
