    It could be that you blocked that person too, which would make text and voice chat blocked.

    Thank you. I can confirm that the account is not set as a child's but I'll believe that it is just blocked or disabled voice chat. Are you sure that is all it is? That its not related to text chat?

    This icon means that the person has their voice chat blocked by privacy settings on their account, I believe their account is set to a child's which would block access to certain activities on Xbox Live.
