Weird lines on screen during Grand Theft Auto V startup scene

I noticed these weird lines that occur when I load Grand Theft Auto V on my Series X. They only show up on the initial startup sequence (you know the one. Breaking glass, car revving, gunshots, sirens) and stop when the following loading screen pops up.
Ive done a litte bit of troubleshooting and heres what ive gathered.

1. It’s not my television. I played GTAV on my Xbox One X on the same tv last week and this was not happening.
   
2. It does not occur on any other game when loading
   
3. It happens regardless of internet connection, sound, resolution, or screen brightness
   
4. It still shows up when I capture a game clip through the Xbox via the game capture option. The lines appear and I’m able to pause the clip with the lines present on the screen.
   

Anyone else experiencing this? If not, any clue what can be causing this? Any way to fix it? Its not impacting my gameplay by any means, its just annoying. Any info would be helpful.
