Web Filtering Not Blocking Anything

First, is this to prevent a child from accessing inappropriate websites or to stop inappropriate ads from opening when on unprotected websites?

I recommend some basic troubleshooting on the console to start with. Go ahead and turn off web filtering and then do a

hard reset and power cycle. Hold down the power button on the console for about 10 seconds until it shuts down and then remove the power cable from the Xbox and the power outlet for about 2-3 minutes. Then re-connect and
turn on the Xbox.

Turn web filtering to Basic communication and then quit the Settings app.

I Would Suggest Changing The Protection To Password As It's More Harder To Know

This is to prevent my own account from accessing inappropriate websites. I'm able to adjust the web filtering setting under content restrictions in the account settings page. I was hoping to change the setting to basic communications, then protect the setting
with a passkey (that someone else knows) to prevent me from changing it. It used work, but no longer does.

To your suggestion, performing a hard reset on my console does not fix the issue. I've had this issue since May of last year when Microsoft Edge on the Xbox One got updated. This issue has been going on for a long time.

The only thing web filtering does is block bad websites, "Enable Bad Web Site Blocking". Which is sometimes a good thing for me. I've had to add exceptions to it because it does have a tendency to block normal sites too. I did, however, disable it and restart
to see what happens. The firewall re-enables. I do not have HIPS enabled and web filtering stayed disabled.

You won't be able to remove it. Not from any of the XB1 consoles.

As others have said, your only options are family settings or web filtering.

Depending on your router, you may be able to do some web filtering on there as well, or even block the internet from it.
