We couldn't sign you in to Xbox Live, An illegal state change was requested - Error 0x8000000D

I recently added a second email to my microsoft account to consolidate everything as I didn't want to lose my old xbox profile. Since then, I've signed up for xbox games pass and attempted to sign in to the Xbox for PC (windows 10) app only to get the title error "We couldn't sing you in to Xbox Live", with the subtext "An illegal state change was requested". I got the error code by click on 'more info', and it lead me to the xbox support page for errors; this page had nothing listed for the code that was auto-filled in.

I've been looking around and found a few articles relating to this, but none are marked resolved by the user that submitted the question. To boot, I can sign in on any browser & the microsoft store and my microsoft authenticator works fine.

Steps I've taken so far:
- reset my password.

- repair/reset/uninstall the xbox app.

- tried the automated chat, which just kept telling me to reset my password in increasingly round-about ways.

- tried to verify my information in windows 10, authenticated my account, then got the same error about an illegal state from windows,

Please try to log out in Windows then use the new account to log in the system, after that try to log again in the Xbox app

If that doesn't work, try deleting the previous credentials stored:

Credential Manager lets you view and delete your saved credentials for signing in to websites, connected applications, and networks.

To open Credential Manager, type credential manager in the search box on the taskbar and select Credential Manager Control panel.

Select Web Credentials or Windows Credentials to access the credentials you want to manage.

Thanks for responding Ricardo. I guess I should preface that the windows PC account I was using was a local one, not a microsoft account.

I signed in to the PC with my microsoft account & confirmed that credential manager had no entries. I tried the windows xbox app and got a new error "you'll need the internet for this. 0x800704cf". I restarted the network adapter and the PC and still get this error - I am connected to the internet on a stable connection as well. secondary DNS has been switched to google with no effect.

Do you get this error (An illegal state change was requested) when trying to sign in to your Microsoft account on a web browser?

And do you get the error 0x8000000D on Xbox or Windows?

Settings -> Accounts -> Your info -> Verify

It says "An illegal state change was requested." regardless of what sign in method I use.

I only see the "0x8000000D" error code after I attempt to log in and then click "more info" when "An illegal state change was requested." is shown. It brings me to the Xbox support site and shows how to fix similar error codes (the same code but the D is replaced with 1, 2 or 3). The code only appears in the search support pages search bar, not in any other place.
