    This is a problem I have frequently encountered myself. In my experience, the problem is with your router and/or modem. XBOX Live will show you as signed in and display your most recent information. However, you will not actually be connected to the internet.
    Start by testing your internet connection on other devices. If they are not working also, the best way to fix this yourself is to turn off yout modem and router for 2 minutes and then restart them. This should fix your internet connectivity issues and allow
    you to properly sign-in to XBOX Live.

    The only way to be able to transfer the licenses or use the content on your second xbox is to be able to connect it to Live. If you can't connect it then there is no way to fix it.

    @Burger13. I live in Princeton New Jersey and my xbox connection was working perfectly friday night. come saturday morning when it gets to the internet trying to connect to the xbox live the bar only loads 1/3 of the way then gets the router/modem or isp/port
    3074 problem. from reading these previous posts, i understand that it is a complete verizon problem that will soon be fixed?
