Way can't i send a message

I have tried several times to send a message to different people and some people I can send messages to and some people it says can't send a message and it's got a smiley face above the wording is this something on my end or is this the way the player
has there XBox one setup

Check xbox live services page, i do believe messaging is currently down and thdy are working on it

This maybe a current issue with Xbox Live servers or your broadband connection itself. Check the offical Xbox support page and Xbox live status
