Watchdogs legion download that I paid for making me buy the game again to play

Hello, when watchdogs legion first became available for preorder I bought it cause I knew it was a game I'd want to play and would enjoy playing. Partway through development it got delayed and my purchase 'refunded' around this time the bank account I
purchased it from was being cancelled and I knew I would not receive the money if it was sent to the account so I contacted Microsoft services for help with it to try to have the money sent to my Xbox account itself or just to cancel the refund if at all possible,
they did not assist and simply told me that the money will appear in the account a number of business days and when it initially launched there were no issues, I was playing a game I paid for and was having no issues, last time I was able to play was November
2nd, starting on the 3rd I was no longer able to play as a notification that I needed to purchase the game to own it kept popping up. I did not receive the refund in any form and until now had assumed that with my previous bank account cancelled it simply
cancelled the refund process since I was able to install the preorder with no issues. I will be attempting to contact Microsoft support one more time and if things work out I'll likely delete this post. If anyone else is aware of another way to deal with this
issue I'd love to hear it
