I understand that you want to merge your two Xbox accounts and use a single phone number for authentication. However, I'm sorry to inform you that it is not possible to merge two Xbox accounts into one. Each account is unique and cannot be combined with another account.



Regarding the use of a single phone number for authentication, you can use the Microsoft Authenticator app to verify your identity for both accounts. However, you will need to set up the app separately for each account.



As for Skype, It is not possible to separate your Skype profile from your Microsoft account. See: How do I close my account for Skype? | Skype Support

Unfortunately that didnt explain how to merge two accounts. the accounts were not merged when Microsoft acquired skype. I believe both accounts use the same email oddly enough as one I simply login with the username the other with the email. but both should be using the same email address. as I stated in the original post the issue is with skype, xbox, windows.

After looking at microsoft.com and my skype, it is confirmed that both accounts use the same email address. So this issue isn't on my end but on microsofts. Clearly when accounts were merged from acquiring skype, something went wrong.

Merging means that the MSA you used to log into XB1 will be merged with your existing Skype account (or, in case you never had a Skype account, one will be created in the background).

If you want to unmerge your MSA from Skype, you can do it here

As it turns out, merging two Microsoft account is
currently not possible. However, you can change the way you sign in and show up to recipients by adding aliases to your Microsoft account. An alias is like a nickname for your account that
can be an email address, phone number, or Skype name.
