voice that speaks on everything I select or pick on the screen

There is a voice that speaks on everything I select or pick on the screen. How do turn that voice off so I don't have to hear everything I pick.

Kinnect2 and Center Speakers

I sure hope the kinnect2 does a better job than the old one. My kinnect sits above my TV just below my center speaker. The kinnect picks up everything coming out of my center speak making it pretty much useless as far as picking up any voice commands.
For example while playing Madden. I can not use any voice commands using the kinnect.

 

Revert to an actual working Xbox voice command mode

Select mode just appears not to work, and this would be fine except they appear to have also regressed this in legacy xbox mode as well.

Try the repro steps:

1. Say either "xbox" (in legacy mode) or "hey cortana" in (cortana mode)

2. Say "select" (in cortana mode can also try"Make a selection" or "Turn on select mode" as described here:

support.gtm.xbox.com/.../cortana-voice-commands )

3. Try saying something on screen

Expected:

Entered a select mode where you can set items on screen

Outcome:

Select mode doesn't appear to be entered, both on screen can be said to select it.

 

That's the narrator setting. There should be an option to turn it off in settings. I believe it's under Ease of Access.
