VIP rank will not stop fluctuating!! HELP

i know things reset after january 5th, so i was at 0% of the 2nd vip level. i spent about $200 on the store after the reset and it went to 59% which i was excited. then today i check and it was knocked down to 10%. why did it go up then knock back down??
the purchases were made after the reset period was over. can someone help or better yet microsoft make it right. thank you.

So I've been trying to get to grips with the Xbox rewards section, Currently, my VIP level is 0 which I understand as the rankings are wiped every year. so to raise my level I need to buy stuff how much is it per level? and what
stuff qualifies I know it says only certain items qualify but I couldn't find out what?

We do not see this amount of spending since the beginning of the year. Additionally, to get promoted to 3 stars, you would need a total of $900 in eligible spending, so 200/900 does not equal 59%. We see that so far this year, you have made three purchases:

Watch Dogs 2 - 59.99

Eventide - 6.99

The Walking Dead - 24.99

Which adds up to 91.97. 91.97/900=.1, or 10%. Keep in mind that purchases take up to 96 hours to be processed, so if you have made an additional $100 in spending beyond these purchases, we have not received that order information yet.
