    when you go to the Display & sound settings, allow 50 hz is checked by default. I live in the U.S, so does this need to be on or off? I want 60FPS as much as possible would those options affect that? I have a sceptre X322BV-SRR.

    Yeah I wasn't necessarily referring to Windows. But when I looked at the owner's manual for that tv, that's what it said regarding Hz. It didn't have anything else besides PC specifications that it mentioned. So I assume the actual tv should have a setting
    to change it to 60 Hz.

    Allow 50Hz does not mean it will limit to 50Hz. In the US you could use the 50Hz option to view foreign DVDs for example, and if allow 50Hz is not checked, the DVD player would not be able to play those. For most US users the option can be turned off.
