    If I were to create a “find a group” app for Xbox players, how would I get permission to allow people to sign in with their Xbox credentials, and allow someone to press “invite to game” on the app and it sends an actual invite through the Xbox network

    You can use Xbox sign-in on 3rd party apps with “Find a Group” feature. However, the availability of this feature depends on the app you are using. Some apps may not support Xbox sign-in. It is recommended to check the app’s documentation or contact the app’s support team for more information.

    Xbox apps don't work without Xbox live.

    Live is only for authentication, after that the apps connect to the various 3rd party services. These are not delivered through the xbox live network. That's why if you are already logged in and live goes down you can still use 3rd party apps.
