    I haven't had the problem, but players use tow trucks that have been modded into the online to tow vehicles which causes other players nearby to crash. If you see a player driving a tow truck around, I'd leave the lobby or steer clear of him/her.

    There is no tow truck except glitched one in which you must know someone who has one and they glitch it for you. However they fixed it so you cant dup cars anymore. I have heard there is an old style one. I was led to believe it was a flatbed tow truck.
    Just go snatch a cargo bob you can accomplish the same thing with it that you can with a tow truck.
