User won't get banned

So, I had an unfortunate encounter with a dude the other day and he ended up messaging me insults - to be precise, he called me a c**t and told me to f**k off. Both words were normally written in the last message, in the previous ones, he used creative spelling
to avoid being banned.

I reported the messages and while I do get why he doesn't get banned for the creative spelling ones, the last message was definitely banworthy. However, I checked this morning and I still didn't have the "deleted message"-note that usually pops up and indicates
that he got a comms ban. I reported his messages via the Xbox app on my phone and this morning I did it again over Xbox itself but usually those bans take place immediately. Is there some lag going on?

Here is an update: My friend talked to the same dude as well last night and he reported one of the insulting messages sent about 5 minutes ago - the guy in question got banned immediately, just seconds after he reported it, which, so far, has been my experience
as well.

The insulting messages he sent me are all still there. Same goes for a different dude who also messaged me and called me both horseface and mug. So... if anyone has insight on what is going on, I'd appreciate an answer because this seems totally random.
