    I'm trying to play Halo: Reach with some friends and no matter what I do, it constantly tells me that User created content is not permitted. How can I 'Permit' user created content?

    On the console, go to your profile and to your Privacy Settings. There should be an option for member content. Just change it to everyone.

    Go to your 'online security settings' on the dashboard> change user created content to 'allowed', or 'everyone' .

    If its stuff created in forge then i don't know. But if you modded something. like a file for a certain thing then it wont let you play.
