It is important to say that most of the photos that we get on the internet are copyrighted.

Most likely someone must have revoked the copyright or Microsoft itself, already knowing that the image was copyrighted, suspended its photo.

is this a photo that you yourself have taken or that you own the copyright too?

You're not allowed to use copyright images unless they're officially posted on the system

I'm afraid you can't import liveries or photo's from Forza 3 to Forza 4. Your better off asking on forzamotorsport.net about uploading your photo's from forza 3, It may have been disabled now that forza 4 is out.
