Try power cycling the console by holding the power button on it for 10 seconds till it shuts down. This should help.

Also, an ethernet connection will always be better than wireless.

I am having the same issue however my upload is at 0 and my latency goes from 29ms to 89ms packet loss averages 17%. We just installed the linksys preferred Xbox router Linksys WRT32X. My download
averages 200mbps.
