Upgrading Xbox for Child - Catch22 stuck

Family dashboard is for Xbox Live. If they are not on Live it will not appear. You could upgrade the account to a child Live profile with your email affiliated with it and limit the account. But you have stated that isn't something you'd be interested in
with limiting the account so I suppose you're stuck for now.

That's not a catch22. A catch22 is "I need a car to get a job, but I can't afford a car without a job.." And I don't consider it being too much to expect people to play the gametype they're playing; ie, don't play TDM in DOM.

You will either have to download the game on an Xbox 360 or upgrade your account to an adult.

You can't change an xbox child account into adult. the account can be upgraded by the parental account only when the child account registers 18+ of age from the servers
